Grant Update
Neighborhood Centers Inc. has been given significant opportunities to provide services and support to the Texas Gulf Coast through a variety of federally funded grants that meet the needs of many communities and individuals. Some of the most recent grants from 2009 are detailed here.
Stay Connected (disaster recovery) Social Services Block Grant
Neighborhood Centers Inc.'s Stay Connected program has received Social Services Block Grant (SSBG) funding through the Houston-Galveston Area Council to provide home repairs and other services for people who have been affected by Hurricane Ike.
Highlights of the grant include:

Provide referral services for repair and rebuild, unmet needs, and direct assistance and ongoing services for Hurricane Ike related damages

Eligible clients live in the service areas of the Greater Houston Long Term Recovery Committee. This area includes Harris, Fort Bend, and Waller Counties as well as West Chambers County (west of the Trinity River).

Foundations Project The Foundations Project was created out of the belief that healthy social-emotional development is the foundation for quality early childhood programming, and a key factor in later school and life success.
The project team will be visiting licensed child care facilities around Houston to model and teach strategies for promoting social-emotional development and respond effectively to challenging behavior.
Highlights of the grant include:

On-site mentoring and consultation by a specialist in early childhood behavior and social-emotional development

Extensive training for teachers and administrators on promoting social-emotional competence, responding effectively to challenging behavior, and other related topics

Visits by a mental health professional to provide classroom, teacher and family support for children with persistent challenging behavior
-
Scholarships for staff interested in furthering their education

Materials and equipment grants for books and training materials, and up to $2000 in equipment to enhance classroom environments
This child care quality improvement project is funded by the Gulf Coast Workforce Board with federal stimulus dollars.
Senior Services Houston Aging in Place Innovations (HAPI) Neighborhood Centers, guided by the Aging Agenda for Houston and Harris County, will implement a three-year Houston Aging in Place Innovations project with the Houston Health Department and Area Agency on Aging, the Care for Elders partnership, the YWCA, Interfaith Ministries of Greater Houston and Gateway to Care.
The goal is to serve concentrations of low-income, minority older adults in three neighborhoods, helping them achieve optimal individual levels of functioning and support needed to age in place comfortably.
Highlighted outcomes expected from the grant include:

Older adults, both mobile and homebound, are better prepared and supported for a higher quality aging-in-place experience

Senior services providers are better connected and coordinated in leveraging resources and efficiently delivering quality services

Senior Centers are more integrated with other local service providers and community development entities, and capable of extending services to other neighborhood sites such as churches and senior apartment complexes.
Choices In Education Head Start Expansion The Neighborhood Centers Inc. Head Start Program has received a Head Start expansion grant that will extend our capacity by 120 more students, enabling us to serve a total of 2022 pre-kindergarten students in our collaboration sites and free-standing Head Start centers. We are expanding to two more locations, the Hiram Clarke Multi-Service Center and collaboration with Kate Bell elementary school.
Highlights from the grant include:
- Continuing to accomplish the great work already in progress – helping the poor and underserved children and families of Southwest Houston to achieve greater educational outcomes.
Neighborhood Centers’ Head Start also offers in-house special needs speech and mental-wellness services, and is the only Head Start program in Texas that collaborates with Teach For America. We also offer opportunities for parents to participate in meaningful educational programs including English as Second Language classes, job training and parenting skills classes that help strengthen families.
This expansion grant is a part of the stimulus package and we are excited to be able to serve additional children and families with these funds and look forward to working with these communities.
Public Sector Solutions Rural Capital Workforce Solutions child care contract The Rural Capital Workforce Development Board has chosen Neighborhood Centers to be the child care contractor in nine counties, including areas such as Round Rock, San Marcos, Bastrop and Cedar Park, Texas.
This child care contract marks the fourth workforce contract for Neighborhood Centers’ Public Sector Solutions Division and is in addition to the contracts we already operate for workforce development boards in the Gulf Coast region (13 counties in the Houston area), Coast Bend region (12 counties in the Corpus Christi area) and Deep East Texas region (12 counties in the Lufkin/Livingston/Jasper area).
Highlights from the grant include:

Serving an additional 2,500 children in subsidized child care

Support to the child care providers with quality improvement initiatives
Neighborhood Centers will manage the child care subsidy program and will determine eligibility for child care financial aid and make payments to child care providers.
The Rural Capital Area contract brings the total of Public Sector Solutions workforce contracts to $174.8 million annually.
Stay Connected (disaster recovery) Community Development Block Grant
Residents affected by Hurricane Ike, in Harris County but outside the City of Houston, may also benefit from Neighborhood Centers Inc.’s Stay Connected program.
The agency is responsible for a $250,000 Community Development Block Grant (CDBG) for case management services for clients in need of relief from Ike.
Highlights from the grant include:

Advocacy, direct assistance, support and information and referrals.

Stay Connected service connectors can assist clients in obtaining jobs, child care, health care and securing apartment or homes.
